BiPSA Controversy-to-Consensus
This section is dedicated to the application of BiPSA to human controversies. The topic is

We distinguish between "public controversies" or where the BiPSA respondents are defined by category
only, not by a reachable definite list, versus "private controversies" where the BiPSA respondents
are well known, listed, and reachable. The first type is exemplified by the Peak Oil controversy
where the world experts are to be found around the globe, and it is a challenge to round them up.
The "private" cases are exemplified by a town council arguing about a public benefit project, or
by a corporate board of directors debating a strategic move.
